Major changes to US law

In January 2020, the United States Department of Housing and Urban Development (HUD) introduced new Fair Housing Act Guidance (FHEO 2020-01). According to HUD, "documentation from the internet is not, by itself, sufficient to reliably establish that an individual has a non-observable disability or disability-related need for an assistance animal." As such, providers issuing emotional support animal letters are now required to have a "ongoing treating relationship" with their client.
